Fusheng Economic Development Zone of Shanghai

Overview

Fusheng Economic Development Zone of Shanghai is located in the south coastal in the middle of Chongming Island and in the core area of urban economic and industrial zone in the South Chongming Sub-area under planning. The planned area totals 9km². The Development Zone in the east is adjacent to Xinhe Town, one of the three markets towns of Chongming; in the west it borders on the New Town of Chongming under planning; in the north it is linked to Chendao Road, the trunk road of the island; and in the south it faces to the vast Yangtze River and boasts deep water shorefront with a length of 3km and permanent water depth of 12m. Here a thousand-ton international freight wharf has been established and a custom and inspection and quarantine service institution. Shanghai International Container Freight Transportation Co., Ltd take charge of the operation and form the “door to door” import & export international freight transportation system. Regional advantage in the development zone is very marked and land and water logistic transportation is very convenient. The industrial and economic function radiates across the whole country.

Shanghai Fusheng Economic Development Zone was established in 1994. After over a decade of development, each economic index has maintained rapid growth. In 2005, it finished annual sale income of RMB7.6 billion and a revenue of RMB350 million. Its promising development has been concerned and thought high by many investors.

In April 2003, Shanghai Municipal Science and Technology Committee approved for special establishment of Shanghai Chongming Photoelectron Industry Base in Fusheng Economic Development Zone. At present, 1 km² of area in the Development Zone has taken shape. Existing infrastructure utilities like road, water supply, power supply, communication, water discharge and sewage disposal as well as environment have reached an advanced level.

Organization Setup

Management Committee of Shanghai Fusheng Economic Development Zone is the leading organ of the Development Zone and is subordinate to the People’s Government of Chongming County. Comrade Xu Boping is Director of the Committee and Comrade Zhou Wenzhong is the Deputy Director. Through approval of Chongming County CPC Party Committee, the Management Committee set up the Party and Work Committee. Comrade Xu Boping takes the post of Secretary of Party and Work Committee. Comrade Zhong Wenzhong and Comrade Shen Quanxin are commissioners of Party and Work Committee; 

Shanghai Fusheng Economic Development Zone Developing Co., Ltd is the state-owned enterprise subordinated to the Administration Committee of the Development Zone, with registered capital of RMB 100 million. The company specializes in development and management in the Development Zone. Comrade Xu Boping takes the post of the company’s Board Chairman; Comrade Zhou Wenzhou takes the post of General Manager; Deputy General Managers include Wang Bo, Shen Zhongli, Huang Feirong, Zhang Zhengfei, etc. The company has the Investment Attraction Department, Fianncial Department, Planning Department, Comprehensive Service Department, Office and Shanghai Office. Average age of the company’s employees is 35 years and employee of educational level above junior college account for 80% of the total.

Industrial Orientation

In view of the orientation of Chongming Ecological Island and Science & Technology Industry Development, the Development Zone has established three industrial zones: photoelectron industry, port machinery and ship manufacture. Then Shanghai Fusheng Economic Development Zone will become one of the rare hi-tech green industrial parks in Shanghai.

Photoelectron Industry

In IT industry, China has currently formed a photoelectron industry with rapid growth and great market potential. The 16^th People’s Congress made the decision to “give priority to development of IT industry and widely utilize IT technology in economic and social fields; and actively develop the high and new technology enterprises that help enhance economic growth in a  breakthrough and significant way.” In view of fundamental conditions in global sphere or Chinese scope, photoelectron technology and industry have very bright future and its market demands will increase rapidly. IT and photoelectron industry in China are in the heyday.

Shanghai is the important base for development of photoelectron industry. In a bid to accelerate development of photoelectron industry, since the start of significant special photoelectron science and technology work in 2001, the Municipal Science and Technology Committee has supported development of a batch of key technologies and products and will in succession put these items into industrialized takeover. In order to better promote the works of industrialization and meanwhile in view of the developing orientation of Chongming County, it is decided to establish and plan a 7km²of Shanghai Photoelectron Science and Technology Industry Park within Shanghai Fusheng Economic Development Zone that is located in the center of industrial belt of Chongming. The purpose is to integrate research, production, sale and service, and enhance mobile development through extensive attraction of high-ability talents and diversified investment, so as to establish the Photoelectron Science and Technology Industry Park with international competitive edge. 

Port Machinery

Fusheng Economic Development Zone boasts the unique container dock in Chongming Island and the 3km-long deep-water bank line along the river, providing requisite conditions for Chongming in terms of transference, shipment and establishment of large-scale logistics center.  

Matching industry of ship manufacture

In view of the functional orientation for Changxing Ocean Outfits Island of Chongming, matching industry of ship manufacture will be developed.

International Freight Dock of Chongming 

At the south edge of the Development Zone is the 3km-long deep-water bank line where water depth reaches -12m, so it is fit for manufacture of ten-thousand-ton berth. It is planned to set 119.11 hectares of land for port development. Chongming Intentional Freight Dock of Shanghai has been established and put into operation.

Standard Workshop

Lots of production-purposed standard workshops have been constructed in the Industrial Park for lease (sale) to the incoming investors. That has not only provided technology incubation base for the incoming enterprises, but has offered receiving platform for the incoming investment. Thus the Industrial Park is endowed with the investment advantage of low cost and fast return, so that the land use efficiencies are integrated.
