Science and technology

The strategy of “invigorating the county with science and education” has been implemented and promoted. According to Implementation Schemes for Scientific Support of Construction of Chongming Ecological Island, 34 scientific research projects have been started including “Bearing Capacity of Chongming Ecological Island and Ecological Safety Warning”. Thus construction of Chongming Ecological Technology Innovation Base has entered the substantial stage. In 2006, altogether 94 projects for national, municipal and county science and technology development were declared and determined, including 9 national projects, 18 municipal projects and 67 county projects. There was new development in protection of intellectual property protection and various patents applied for in the whole year amounted to 315. Scientific universalizing work saw new breakthrough. Efforts were made to organize and launch the Shanghai Science and Technology Activity Week, National Science Popularization Day, Science and Technology Go to the Countryside and Science Popularization Lecture. Thus scientific knowledge has been popularized for the purpose of improving the farmer’s ability to get rich by use of science and technology.

Education

Education input has been increased year on year and comprehensive educational system has been basically formed. Educational quality has seen new improvement. In 2006 fiscal input into education reached that amount of RMB 630 million, with an increase of 36.9% as against the previous year. Pearl Garden Primary School involving total investment of RMB 55.1 million has completed construction of the main frame. Xingjiang Class project of Chongming Middle School involving total investment of RMB 15.32 million has been completed and out into use. Investment of RMB 7.86 million was made to build and expand Peicheng Primary School and Ximen Primary School. Chongming Campus of Shanghai Business School, the first full-day college has formally begun its term. Teaching staff construction has been intensified. In 2006, various introduced educational talents amounted to 298. In the whole year, 8 undergraduate training classes have been conducted as well as 5 master’s further training classes and 28 teacher’s position training classes. Educational quality has been further improved. In 2006, rate of qualification for primary school students exceeded 97.0%; one-time qualification rate for graduation exam of the junior middle school students was 92.6%; and rate of enrollment for senior middle school was above 98.5%. Enrollment rate of college entrance exams was 83.7%, where the rate of undergraduate enrollment reached 47.3%.

Culture, broadcasting and TV

Cultural cause has gained new achievements and colorful cultural lives have provided spiritual food for people in the island. In 2006, successful efforts have been made to launch “9th Culture and Arts Festival” and “River and Sea Flavors” theatrical festivals, “Youth Singer Contest in the Island”, “Art Works Exhibition for Mainland China, Hong Kong and Taiwan”, “Exhibition of Works of Huang Pimo from His Six Decades of Engagement in Arts”, “The 2nd Zaohua Contest”, etc. Theatrical performances on the Every Week Performance Square have amounted to over 1000. At the same time, “Hundred, Thousand and Ten Thousand” project for promoting culture to the countryside had been conducted and in the whole year there were 850 theatrical performances, attracting 4.5 million person times of audience. Thousand movies went to the countryside and the audience has reached that amount of over 1.15 million person times. Tens of thousands of books have been gifted to the countryside, enriching the people’s cultural and amusement life.

Broadcast, television and newspaper media have fully exert the publicity and guidance function of media by focusing on publicity of construction goal of Chongming Ecological Island Area, practice of functional orientation in the three islands, new suburban area and new rural area construction, construction of harmonious society, etc. In 2006, Chongming People Broadcasting and TV Station broadcast for a total of 3376.2 hours and 4380 pieces of news. Chongming TV broadcast a total of 3946.4 hours and 2593 pieces of news. The project of cable TV in every household has been gradually promoted. In the whole year, newly increased TV user terminals amounted to 5142 households and by the year-end the terminal users amounted to 64,000 households.

Medical Cause

Medical system construction has been further improved and disease control and prevention has been intensified. The county central hospital involving total investment of RMB 230 million has completed reform. Total investment of RMB 45.43 million has been made to complete removal and construction of the infectious disease hospital. An investment of RMB 30.69 million has been made to build the Chengqiao Medical Institute. An investment of RMB 38.42 million has been made to remold and expand medical institutes in Baozhen Town, Miaozhen Town, Chenjia Town, Jianshe Town, Gangxi Town, etc. Standardization construction in 30 administrative village medical clinics distributed in 10 townships has been fully completed. In 2006, rural cooperative medical service attained the universal coverage and fund-raising per capita was RMB 220, with an increase of RMB 50 as against the previous year. Proportion of serious disease and clinical reimbursement has been improved to respective degree. By the end of 2006, the whole county has 22 various medical institutions and sickbeds amounted to 3254. Various medical institutions have completed a total of 1.515 million person times of treatments and hospitalized patients amounted to 72 thousand person times.

Sports

Various sport events have been successfully held and mass sports have been vigorously launched. In 2006, Chongming Island Surrounding International Road Bicycle Championship and 45th “Martyr Cup” Basketball Match were organized, as well as primary school and middle school table tennis contests and track and field events. Team was organized to take part in the 13th Sports Meet of Shanghai City, wining 13 gold medals, 7 silver medals and 9 bronze medals. The 11th All People Health Keeping activity was launched and construction of 47 health keeping sites was completed, equipped with 235 sports appliances. Public sports fields in 2 communities and 8 farmer’s sports and health keeping projects were finished.    

Public utilities

Public utilities have been gradually improved. Living conditions for urban and rural residents have been improved. By the end of 2006, there were 4 waterworks belonging to the county, with annual supply capacity of 17.563 million tons and 151.1 km of piping length. Power generation in the whole year is 1.38 billion KWh and total sold power amounted to 1.49 billion KWh. Power use for livening of the urban and rural residents amounted to 170 million KWh. By the year end, liquefied gas residents amounted to 215,000 households and annual sales amount was 690,000 bottles. Residents with installation of pipeline liquefied gas amounted to 19,000 and annual sale of gas amounted to 2.3 million m3.
