Overall goal of the planning is: To stick to the guiding principle of scientific developing ideology and the requirement to construct harmonious socialist society. Oriented to the overall goal of construction of modernized ecological island zone, great effort will be made to implement the strategy of invigorating the county through science and education development. Interactive development of the three islands will be accelerated in a bid to build the three islands in Chongming into one of the optimal areas adapted to international modernized metropolitan construction of Shanghai, where harmonious coexistence of men and nature as well as coordinated development of economy and society is attained.

Visional orientation of three islands in Chongming: Chongming is the key strategic space for sustainable development of Shanghai. Interaction will be insisted between function, industry, population and infrastructure of the three islands, so as to respectively construct comprehensive ecological island, ocean outfits island and ecological recreational island. Based on scientific and technology innovation, recycled economic will be promoted and efforts will be made to develop Chongming into a modernized ecological area with harmonious and elegant environment, integrated utilization of resources as well as coordinated development between economy and society.

Orientation of function in the three islands in Chongming is mainly reflected in following six aspects: forest and garden island, ecological and residential island, recreational and holiday spending island, green food island, ocean outfits island and technology research and innovation island.
